Response to Social Services Legislation Amendment Bill 2021

FECCA strongly opposes the Social Services Legislation Amendment (Consistent Waiting Periods for New Migrants) Bill 2021, citing significant concerns about its adverse impacts on migrants, particularly those from culturally and linguistically diverse (CALD) backgrounds. The proposed legislation seeks to increase waiting periods for migrants to access social welfare benefits, further delaying support for those on long pathways to permanency. FECCA highlights how this measure disproportionately affects families, particularly women and children, by limiting access to critical benefits like Family Tax Benefits and Parental Leave Pay, creating financial and social barriers to settlement. FECCA stresses that this policy undermines Australia’s reputation as an inclusive and supportive nation for migrants, potentially making the country less attractive for skilled migrants.

FECCA also criticises the lack of adequate modelling on the bill’s potential effects on Australia’s birth rate, population growth, and economic recovery from COVID-19. The organisation raises concerns about inequities within the bill, as temporary visa holders who transition to permanent residency may face extended waiting periods, even after years of contributing to Australia’s economy. Furthermore, FECCA notes inconsistencies in the bill’s application, particularly for carers and refugees who enter Australia through non-humanitarian pathways. FECCA calls on the government to reject the bill and instead focus on creating policies that support equitable access to social services for all migrants, ensuring their successful integration and contribution to Australian society.
