Pre-Budget Submission 2026–2027: Investing in Communities for a Fair, Inclusive and Productive Multicultural Australia

FECCA’s pre-budget submission calls for a shift from fragmented, short-term initiatives to sustained, whole-of-government approach that embeds equity, cultural safety and accountability into policy design, funding and delivery.

Australia’s cultural and linguistic diversity is a defining national asset and a critical contributor to economic participation, service delivery and social cohesion. Migrants and refugees sustain essential workforces, support regional economies and contribute significantly to Australia’s social and civic life.

Yet persistent systemic barriers continue to limit equitable access to services, employment and participation for many people from CALD backgrounds, reducing the effectiveness of public investment.

This submission draws on FECCA’s research, programs and consultations, and the expertise built through its peak body roles in multicultural communities and CALD ageing and aged care, and of its national initiatives, the Australian Multicultural Women’s Alliance (AMWA) and the Australian Multicultural Health Collaborative (AMHC).

FECCA stands ready to partner with the Australian Government to co-design, deliver and evaluate reforms that translate budget commitments into measurable, system-wide outcomes for migrant, refugee, asylum seeker, and culturally and linguistically diverse people in Australia.
