Monitoring and Evaluation Partner – Media Literacy Program

Overview

The Federation of Ethnic Communities’ Councils of Australia (FECCA) is seeking a Monitoring and Evaluation (M&E) Partner to support the delivery of its Media Literacy Program.

The program aims to strengthen media literacy and reduce the spread of misinformation and disinformation in culturally and linguistically diverse (CALD) communities by:

  • Understanding how multicultural communities engage with media, including patterns, challenges and concerns

  • Building the capability of community leaders to raise awareness and ‘pre-bunk’ misinformation

  • Co-designing training materials tailored to community needs

  • Delivering education sessions that support participants to identify reliable sources and verify information

Objective

FECCA is seeking to engage a qualified M&E partner to:

  • Review and refine the existing Theory of Change

  • Develop a comprehensive M&E framework aligned with program goals

  • Design data collection tools and analyse findings

  • Provide evaluation reports and future recommendations

Scope of Work

The selected partner will be responsible for:

  • Reviewing the existing Theory of Change

  • Developing an M&E framework, including proposed indicators and data collection methods

  • Designing tools suitable for small community organisations

  • Analysing qualitative and quantitative data

  • Delivering a mid-term and final evaluation report with recommendations

Note: The M&E Partner will not directly collect data from community organisations or community members.

Deliverables

  1. Inception Report – Methodology, data tools, and delivery timeline

  2. M&E Framework – Indicators, data tools, and methods

  3. Progress Reports – Regular updates and preliminary insights

  4. Mid-Term Evaluation Report – Assessment of program progress

  5. Final Evaluation Report – Overall impact, lessons learned, and future recommendations to inform a National Media Literacy Strategy

Quotation Requirements

Interested consultants must submit:

  • A cover letter outlining relevant experience and approach

  • CVs of proposed team members, with examples of recent M&E work with CALD communities

  • A methodology and timeline for the tasks

  • A financial proposal, including a breakdown of costs

Evaluation Criteria

Proposals will be assessed on:

  • Relevant Experience (40%) – Demonstrated M&E expertise, especially with CALD communities

  • Proposed Methodology (35%) – Quality and feasibility of approach

  • Cost Proposal (25%) – Value for money and transparency

Key Dates

  • Submission deadline: Wednesday 30 April 2025

  • Partner appointed: 9 May 2025

  • Framework finalised: 30 May 2025

  • Final report due: 30 June 2026
